Roll Call recounts that "in an unusual move, Senate Democrats split the votes on war funding and domestic spending, even though both will -- upon House passage -- move to the president as one piece of legislation." Dividing the vote "ensured that Democrats opposed to war funding would not have to cast a vote for the overall bill with that funding included." The
New York Times says Democratic leaders "conceded they were not happy with having to accept the war money and hew to the president's limit on spending. But they noted they were able to steer money to their priorities, win some spending against White House wishes, and complete all the spending bills, which they saw as a victory in itself."

This guarantees a major US Troops presence in Iraq for at least the duration of this President’s term and if the Rats want to own defeat then all they have to do now is win the White House. If a Rat does win the White House then either they are automatically listed a loser or a liar.

I always like how that Texas ass kicking turns into no action on the border. The President must be pleased as punch today that consevatives are slapping him on the back, as our border remains wide open.
The man has been in office for nearly seven years, and still gets kudos for leaving the border open and our citizens at extreme risk.
Congratulations Mr. President, you sure now how to snooker the masses.

a victory in the sense of that it funds the war and assures victory. It’s a defeat in the fact that the Demo’s loaded it up with so much pork and defunded the fence how can this be a good thing?

More bad news for defeatist Dems and Al Queda!
The latest quarterly report, mandated by Congress as a condition of war funding for Iraq, is out. It's bad news for those who still insist the surge isn't working, or that U.S. troops are mired in a civil war or that there is no political progress.
What a shame! We're actually winning.

A two-term US Presidents is only a lame ducks in one sense. He cannot be elected again. In the meantime, he needn’t pander or curry favor to get elected again. So the limits of being or running for president again must be weighed against the freedom to act without fear of polls and voter rejection in the next election. The mad mullahs might want to consider how liberated situation is for Bush and how it allows him options as he assesses how best to protect the American people and our allies in the world.

Two stories here.
1) Bush has more power and popularity then MSM conventional wisdom.
2) Government will try to spend money to prop up economy to stay in power. Govenments try to manipulate the economy to stay in power, part of the reason for ‘the 4 year cycle’ in America for the last 50 years.
