Mr Bush plans to reaffirm the United States' commitment to work with major economies and through the United Nations to complete an international agreement that will slow, stop, and eventually reverse the growth of greenhouse gases.

While I didn't see "climate change" I would agree that "greenhouse gases" is a good way there. But I will add that Kyoto has been obliterated by the idea of excluding China and India and that there seems to be a market approach here. I'll just wait to hear what and how it is said.

I would also like to note that the direct statements made by the WH in this report do not use the words "greenhouse gases" - that is Reuters interpretation as to be seen in the above paragraph. Again I will wait to hear the actual speech and see what is said and how it is worded.

The History channel (-DNC-Globull warming channel) had admitted last night on a special that sunspots are declining, which over history meens we will be on a cooling trend....then 10seconds after asked the question if at THIS TIME it would be enough to combat human induced globull warming.....sigh

To be honest, this is a hell of a lot better than signing up for Kyoto, which would subject us to taxes in the Trillions. So Bush throws an admittedly high amount of money at something Reuters is calling global warming fight. But like mummy said, what exactly does that mean?

accelerate the deployment of all forms of cleaner, more efficient technologies in developing nations like India and China, and help leverage substantial private-sector capital by making clean energy projects more financially attractive

All things being equal, this sucks, but again, not as much as Kyoto. And really, some people hear clean tech and immediately want to freak out. If it is cost effective, I will back clean tech each and every time. Just ask the Western states that are seeing pollution particulates show up in their snowfall and rain coming from CHina and INdia if they would favor cleaner tech being adopted by those countries.
