WASHINGTON — Researchers must go back to the drawing board before they can develop an effective vaccine against H.I.V., AIDS experts said at a scientific meeting on Tuesday.
And Dr. Anthony S. Fauci, the top federal official responsible for AIDS research, agreed that more fundamental knowledge is needed about H.I.V. and the way the body and experimental vaccines respond to it before the goal of a licensed H.I.V. vaccine can be reached. Dr. Fauci, the director of the National Institute of Allergy and Infectious Diseases, pledged to re-evaluate the use of all $1.5 billion his agency spends on AIDS research to come up with the necessary money.
“Everything is on the table,” Dr. Fauci said at the one-day meeting, a Town Hall-type discussion for vaccine researchers on how best to spend federal H.I.V. vaccine money in light of a budget that has been flat for several years.
“There is not an immediate solution to the problem,” Dr. Fauci said in an interview. But, he also said, the budgetary constraints mean that “we are going to have to justify what we are doing” and determine what steps to take after further discussions in smaller meetings with researchers.
The reassessment comes after last September’s widely publicized failure of what had been the most promising candidate for an H.I.V. vaccine. Many health officials believe that an effective vaccine would be the most crucial weapon in stopping the H.I.V. pandemic.
Scientists do not have a full understanding of why the vaccine failed, or why it was possibly harmful, in two large trials in the United States and South Africa. Dr. Fauci’s institute helped pay for the trials of the vaccine, which was made by Merck. Such failures have led a number of scientists to challenge the direction of federal H.I.V. research.

one thing that really pisses me off about the gay-activist community is even with all the history of the medical research in this area, and the billions expended for it, that community still clings to the myth that in the early stages of the research, when the basic facts about the virus were being fleshed out, billions spent quickly then, by Reagan, were going to result in a cure and “save lives” - they weren’t
when, the simple truth of what he meant, when he was most mis-understood, is that risky sex leads to the risk of disease and only a change of behavior - faithful monogamy or otherwise condoms, always - can reduce or eliminate that risk
he understood far more than he said about the course, and the time-frames of the course, that the research would have to take - there would be no quick fix and spending as if there could be would not produce it
i don’t think he believed it would take this long, but hiv is a retrovirus and his knowledge and expert information he had was limited to advances in areas like polio and the flu; he at least understood it was not going to happen in his term, no matter how much was spent
yet, in spite of the limited progress today, he is still vilified for not having wasted dollars on duplicative research then

even in that community, even early on, those that speak out openly and honestly were/are silenced
the book, the band played on, was written by a well-known s.f. “gay activist” who wrote, early on, about the stupidity of the gay-activist community in not fighting publicly against stupid behavior - he, a “gay” man demanded the bath houses be shut down - and the cowardice and collusion of public health officials who refused to use their knowledge to counter the stupidity put forth by “gay leaders”
he was shunned, then and afterwards as a “traitor” for just speaking the truth
his truth was as “vile” as Reagan’s - stupid behavior is stupid
