Even assuming you're correct, which I doubt, any fraud would have to be determined by what was promised in the contract.

Gee, thanks for doubting me. Google provides their search engine to many companies and other websites for a fee... and often other search engine sites have contracted with Google for the basic database. Yes, they get customized responses. Some are limited to the companies' intranets or they may be customized to only specific topics.

I can understand a company wanting to use the Google search engine to search their own intranet website. Paying Google for general internet searches when that's available for free, doesn't make any sense.

If anything, the Google search they are paying for is more restrictive than the free version, correct?
