Since the FBI is involved, we’re looking at a federal crime. I don’t think it matters where they prosecute him.

But since he is in the south, and that’s where the crime occurred, the trial could be over here in your former home city :)
There’s a big federal building here in ATL that’s hosted some pretty high profile federal trials recently.

And hes not a kid, hes a 20 year old adult, not some 16 year old high schooler.
Uuuumm... yes he did. Cyberstalking is a lot easier than you think. Once he had her account it was easy enough to reverse lookup all of her contacts(which included quite a few of her staff).
And yeah the culprit is a "kid" at least mentally. If you knew anything about the chan's you'd understand the arrested development involved.
Sorry to spoil the paranoia party.
