Oh, and I do believe that a 20 year old in any court in the United States is very much considered an adult and will be charged as an adult if there is evidence he did this.

This YOUNG MAN knew exactly what he was doing, and did it as a fully aware adult.
Maybe he didn’t care, because he’s unethical, and not because he’s “mentally immature.”
