and is failing to make the house payments can have the principal of the loan reduced.

Hmmm....would that reduction in principle actually be a windfall profit or perhaps classified as income?

And then it says: The term ‘‘troubled assets’’ means ... any other financial instrument that the Secretary, after consultation with the Chair man of the Board of Governors of the Federal Reserve System, determines the purchase of which is necessary to promote financial market stability...

So actually it could be any asset at all. Including, let’s say: corporate debt!

Plus, I’m sure they can use accounting tricks to make sure the amount outstanding at any one time does not exceed the limit anyway.

The total expenditure could be infinite.

I’ll take a stab at it.

FYI, I’m up to page 76 (I needed a yoohoo and cookie break) and I find this:

SEC. 122. INCREASE IN STATUTORY LIMIT ON THE PUBLIC
8 DEBT.
9 Subsection (b) of section 3101 of title 31, United
10 States Code, is amended by striking out the dollar limita11
tion contained in such subsection and inserting
12 ‘‘$11,315,000,000,000’’.

This just may cause problems unforeseen. I suggest everyone get under the FDIC bailout and have a little cash at all times AND food and gas at all times. They may unleash the whirlwind. Now, there is talk Pakistan is close to default. Two major lenders in UK and Belgium are either nationalized or about to be. Exciting times, though I wish for some calm.

Does that mean what I think it means?

That it’s way more than $700 billion?

Possibly without end?

Any company from which these troubled assets are administered is limited to $500K executive compensation. The corporation will be unable to deduct any executive salary in excess of that. (page 33-38). Executives are described as CEO, CFO, and any one who is shown to be the “highest paid” employees on the SEC disclosure forms for that tax year. (So does this mean any employee, if he makes more that the $500K cap - if the CEO can’t go above the cap, then average employees who are above that would be considered “highest paid”?)

If this is significantly below the market of compensation for other executive positions, who is going to stay around to try to fix these companies? Why would anyone of stellar ability move to a CEO position in one of these banks to help restructure it and get it back on it’s feet?

I know many here hate CEO’s and CFO’s, but this limit seems to really hurt ailing companies by depriving them of the Jack Welch’s of the world to turn them around. Not a good provision for shareholders.

the list of who did not get a contribution is probably smaller.

I’m sure that congress will fix that. After they allow these folks to reduce the principal, the folks will howl that they are getting unfairly taxed.

Funny. The top 15 includes all of the main people we have been hearing from in the last week.
