On September 29th of this year a Federal District Court in Pennsylvania ruled that the Democratic Nominee for President Barack Obama had 72 hours to turn over a copy of his long form "vault" birth certificate to long time Democrat and Hillary Clinton supporter, Philip Berg. In the DNC's motion to dismiss they argued Mr. Berg had no "standing" upon which to bring his lawsuit and therefore the Federal Court should dismiss it.

Much of what you say is probably correct. Except that Biden would serve only as Acting President until a President was selected. IMHO a Dem controlled congress would select Hillary as opposed to Pelosi.
Also, due to the time available and the number of red states, it seems unlikely we will see an enabling Consitutional Amendment.

I don’t think that just “state legislatures vote on a change to the Constitution.
I thought that voters in every state had to vote on such a change.
Basically I am starting to think that this will take someone in Congress to raise it as an issue during the electoral vote.
I have been trying to keep informed on this issue but I am not sure as to how many in Congress it takes to challenge his eligibility? Shouldn’t it take just one Congressman to formally challenge on this issue in writing?

Your speculation is mostly wrong. There is no way Biden would be president unless Obama dies (eligible or ineligible). If Zero is found to be not qualified then Biden becomes ACTING president while the House chooses from the top three EV getters: McCain, Mccain or MCcain.
An election has been held so Pelosi is not in line. That only occurs with the death/incapacitation of both the President and VP. It is not triggered by an ineligible president.
I do not believe Zero’s lawyers are being paid by taxpayers but by his campaign and he took no public money for it.
The choice of the House should there be an ineligible president is limited to those candidates receiving EVs. It cannot just pull a name out of its a$$.

I've thought about this a lot and am wondering if there wouldn't be many people who would say it wasn't a fair election if the candidate knowingly perpetrated a fraud. How many voters might have changed their minds and voted for McCain if they had known that Obama was not eligible to be President? Enough to swing it to McCain? Probably.

Compliance with the constitution is MANDATORY. No exceptions unless knowingly waived and even then, some can't be waived.
That's a good summary of the process. Not all of us know the procedure. But I think on this point you are mistaken. As more and more people realize he cheated or that the DNC cheated, I think it will be more of an uphill battle for him.
And even if I'm wrong, given what he really is underneath the mask, I would be happy to throw any and all roadblocks, no matter the cost, in his way.
This would be giving him a pass, and forever after anyone could demand such favors; the ‘one-time requirement’ wouldn’t stand and such a farce would be used as a precedent.

The USA had a President that wasn't eligable.
If that is the case, he is fraudulently reporting the expense. It is not a legit campaign expense.
