Actually, the original court jesters used their roles to plant seeds of doubt, to warn, and shine the light on leadership hypocrisy to officials and royalty. They ran grave risks in their employment of humor and storytelling to speak truth to power.

Hence, I think it's safer to say that Biden is simply a buffoon. Having said that, my best guess is that Biden is suffering from early stages of dementia.

I saw the videotape of this and it was VERY evident that Obama was irritated with his VP. I don’t think he cared that Biden ridiculed the Chief Justice of the SCOTUS though. Instead, his facial and body language indicated that he was impatient and annoyed...much like a young person might sigh heavily and “tolerate” an elderly person.
