They’re meters that are hooked up to an automatic reading and billing system.
In the long run it saves money because less overbilling due to errors, and less manpower costs due to the need for fewer meter readers going door to door.
Exactly what I was thinking (except for the ghost part).

What does Obama mean by responsible or is he already trying to give himself cover?
Here in CA there was a flap last year about a requirement that new construction must install a form of smart meter which would let the government control the thermostat.
The CA Energy Commission dropped the idea due to public outcry. Tom McClintock introduced a bill forbidding anyone other than a building’s resident to control the thermostat but I don’t know if it passed.

I will not let the Gas Company decide when and if I can have my central air on! They are not just trying to save money here. They charge US for the meter readers.
Since McCain and Gov. Palin were considered worse than Obama by some, this is what we get.
Glad my conscience is clear that my vote didn’t help towards Obama’s win.
They do that even while there are jobs aplenty.
Obama is simply not that bright when it comes to economics. Neither am I, but at least I actually read a few books about it. This fellow is clueless.
This Administration has absolutely no clue about what they are doing.
But Obama is black, and that is all that many care about.
The meters I know of don’t do that.
The ones I know of have a RF transmitter in them so the meter readers don’t have to leave the truck or in some cases the office.
These meters also tell the utility if there is something wrong with them so that way the consumer doesn’t get slapped with a $2500+ water bill because their water meter was worn out.
No one is watching out for us but us.
I believe we are one dominoe’s fall away from a complete breakdown and its gonna be ugly.
But that’s just me.
