A-HEM! 3/4 of the states did not ratify the 16th amendment, but it was declared ratified and enacted by executive fiat of Philander Knox, then Secretary of State.

(Of course today we are in no such peril, having a Secretary of State whose integrity is quite beyond reproach.)

Wow. I’ve got to do more research on the 16th amendment. How could someone declare it enacted by decree, legally? And to think that everyone has just gone alone with it all these years.

Yep, our current Secretary of State has the greatest personal and professional integrity that any public servant has ever had. She and her husband are role models for all of us in their honesty and integrity in their various public offices that they have held. (sarcasm)
