H. J. RES. 5 Proposing an amendment to the Constitution of the United States to repeal the twenty-second article of amendment, thereby removing the limitation on the number of terms an individual may serve as President.

IN THE HOUSE OF REPRESENTATIVES

January 6, 2009 Mr. SERRANO introduced the following joint resolution; which was referred to the Committee on the Judiciary

JOINT RESOLUTION Proposing an amendment to the Constitution of the United States to repeal the twenty-second article of amendment, thereby removing the limitation on the number of terms an individual may serve as President.

Resolved by the Senate and House of Representatives of the United States of America in Congress assembled (two-thirds of each House concurring therein), That the following article is proposed as an amendment to the Constitution of the United States, which shall be valid to all intents and purposes as part of the Constitution when ratified by the legislatures of three-fourths of the several States within seven years after the date of its submission for ratification:

`Article--

`The twenty-second article of amendment to the Constitution of the United States is hereby repealed.'.

REMOVING term limits? We should be pushing for ADDING term limits to Congress and the Supreme Court!!!

This has been this THUGS plan all along. IF this thug and his henchmen are in for ONE full term, God Help America. I can’t believe that there isn’t complete and total outrage and millions protesting in the streets.

From the outside it appears to others that America has lost ALL sense. It doesn’t appear that folks have any idea what an evil man they have in complete CONTROL of their lives right now. It will take a military crowbarring to remove this Dictator. He’s planned this for a very long time it seems because the speed at which he is changing everything UNconstitutionally is stunning. It looks to me like America has been stunned. Don’t wake up too late!! I have two American cousins and friends to worry about. CO

Using a different tool (Browse Bills), one finds H.J.Res. 107 in 1993 (McNulty), H.J.Res. 68 in 1995 (Frank), and H.J.Res. 19 in 1997 (Serrano).

There is also a steady introduction of "abolish the electoral college and to provide for the direct popular election of the President and Vice President" bills.

As a matter of fact, I am in favor of term limits for members of Congress and quite frankly I don't think Supreme Court justices should serve past 80 years old..

I agree with that statement, especially the last part. Some of the justices say they "grow" as the age, but I think they get senile.

If anything, we should add term limits to Congress...

Beat me to it!!! While we are fixing things, Term limits for congress and senate for judges at all levels, and for the top levels of departments. ... especially the czar.

Yes, and that time was many MANY years ago. Rep. Serrano has introduced the same bill in the last half dozen or so Congresses, and it has never gotten anywhere.

Exactly, I mean people need to think about their parents/grandparents who are in their mid 80s or 90s. Of course we love them, but we would not want them at that age in charge of interpreting the constitution for posterity. Then they need to think about the fact that Justice Stevens is 90 years old. Does anyone really think that he's immune to the same ravages of age that is taking our parents/grandparents?

A-HEM! 3/4 of the states did not ratify the 16th amendment, but it was declared ratified and enacted by executive fiat of Philander Knox, then Secretary of State.

(Of course today we are in no such peril, having a Secretary of State whose integrity is quite beyond reproach.)
