I’ve seen this and it doesn’t look he was snubbed at all to me. It appears that he is introducing the Russian diplomat to members of his own cabinet. “Here’s so-and-so (he gestures with his hand)...and here’s so-and-so (gestures again...” Etc.

I am personally offended by this. I was taught to "salute the uniform, not the man". What was done to the POTUS, regardless of who or what he is was done to the US.
