Democrat David Scott’s Town Hall Tirade

The scene of a Metro Atlanta town hall meeting quickly deteriorated when Democratic Congressman David Scott (GA-13) suddenly became enraged, and, in a breathtaking display of congressional machismo, began berating constituents.

Scott displayed his temper during a question-and-answer period when David Hill, a local resident and doctor, questioned the congressman over his support of President Barack Obama’s proposed single-payer health care system.

“Why are you voting for a health care plan that is shown not to work in Massachusetts and why are you going to institute that in a nation-wide manner?”

With a look of confusion on his face, the congressman first quietly asked an aide, “Is that the type of bill they got going on?” Then, reassured by staff that the bill Hill referenced was, in fact, the bill before Congress, Scott proceeded to respond, insomuch as the Congressman’s angry tirade may be called a response.

“I’m listening to my constituents, OK,” Scott said, with a heavy and awkward emphasis on “my.” “These are people who live in the 13th Congressional district, who vote in this district. That’s who I’ve got to respond to, OK. Right, alright.”

Grimacing and sternly brandishing his finger at Dr. Hill, Scott’s anger intensified, as did his rhetoric.

“So what you’ve got to understand, those of you who are here, who have taken and came and hijacked this event we dealing with here, this is not a health care event. You made the choice to come here and take advantage of this meeting that these people in Douglasville worked hard to put together to deal with this road,” Scott said, referencing the relocation of a local highway in Douglassville, GA.

“You chose to come and to do it on your own. Not a single one of you had the decency to call my office and set up for a meeting, OK. Do that. Do that!”

Local Atlanta NBC affiliate WXIA-TV reports that Hill, a verified resident of Georgia’s 13th district, has attempted, on multiple occasions and all in vain, to secure sit-downs with the incensed Congressman, however.

Before yielding the microphone to a staffer, Scott gave an austere warning to Dr. Hill and others present: “Don’t, don’t come and take advantage of what these individuals have done. You want a meeting with me on health care, I’ll give it to you. You come on August 24th. On August 28th.”

Scott’s aide told the crowd to pay close attention to the website for details on the health care town hall, but no such details have been made public on the Congressman’s website and emails to the Congressman’s staff have not been returned.

Scott’s veiled suggestion that the concerned doctor was not a “resident of Georgia’s 13th district”—ostensibly rooted in the fact that Hill is white, while Scott represents a district with a large African American population—and the contention that Hill had somehow “hijacked” the town hall is another matter altogether.

As a voter of the neighboring district in Atlanta, Congressman Scott, I must say, white voters like Hill and myself are not out to hijack your health care events, and we are certainly not out to hijack substantive health care reform – for which the same can be said of doctors. Voters are, however, out to prevent the creation of a single-payer health care system, a system you support, albeit support that only came after aides reminded you.

I’m sick right now with a bad case of poison ivy. I’m not telling you this because I want the government’s help. I’m telling you I’m sick because it explains why I have been sitting at home for days and, therefore, have had time to read the first 500 pages of the new health care bill.

I had no intention of reading the health care bill until a friend of mine – in his second year of medical school – sent me a list of statements about the bill. These statements have been floating around the internet so you may have seen them. After I read the bill, I concluded that the majority of the statements seemed correct. I’ve rephrased many of these statements and put them in the form of several dozen true/false statements.

I would like for you to take the time to answer these questions for two reasons. First, I’ve spent a lot of time reading the health care bill. Second, and more importantly, the U.S. Congress has not spent much time reading the bill.

On Page 22, I saw some language, which suggested that the bill mandates audits of all employers that choose to self-insure. Can you tell me whether that is a) True or b) False?

On Page 29, I saw what appeared to be an admission that health care will be rationed under this new plan. Can you tell me whether that is a) True or b) False?

On Page 30, I discovered that a government committee will be established to decide what treatments and benefits I get. However, unlike an insurer, I see no evidence that there will be a process to appeal their decisions. Can you tell me whether that is a) True or b) False?

On Page 50, I read some non-discrimination language, which seems to suggest that all non-US citizens, illegal or not, will be provided with free health care services. Can you tell me whether that is a) True or b) False?

On Page 59, I saw some language suggesting that the federal government will have access to all individual bank accounts for health-related electronic funds transfers. Can you tell me whether that is a) True or b) False?

On Page 124, I learned that no private company can sue the government for price-fixing. Furthermore, no “judicial review” is permitted against a complete government monopoly. Can you tell me whether that is a) True or b) False?

On Page 127, I read that the government will now set wages for physicians. Can you tell me whether that is a) True or b) False?

On Page 149, couched in esoteric “contribution” language, it looks like any employer with a payroll of $400,000 or more, who does not offer the public option, pays an 8% tax on payroll as a penalty. This penalty would go a long way towards destroying the private system. It would also seem to violate your campaign promises – specifically those you made during debates I watched. If I read this correctly, it appears you looked me – via the camera – in the eye and lied. So, Barry, can you tell me whether that is a) True or b) False?

On Page 203, I read a very strange sentence: “The tax imposed under this section shall not be treated as tax imposed by this chapter for purposes of determining the amount of any credit under this chapter.” I know this is supposed to be a true/false test but do you think calling a “tax” by some other name means it is no longer a tax? This seems to be a persistent theme in this bill. Please explain. Attach extra sheets of paper if necessary.

Page 272 has some of the most esoteric language of the health care bill. But it looks like the government plans to ration health care for cancer patients. Can you tell me whether that is a) True or b) False?

On Page 280, I read that hospitals will be penalized for what the government deems to be “preventable re-admissions.” Once again, I know this is supposed to be a true/false test but, please, tell me this: How is the government in a better position (than a health care professional) to determine what constitutes a “preventable re-admission?”

Page 317 suggests that doctors will soon be prohibited from owning and investing in health care companies. Can you tell me whether that is a) True or b) False?

The following page suggests that hospitals can no longer expand without government approval. Can you tell me whether that is a) True or b) False?

On Page 429 things get very disturbing unless, of course, I am reading this wrong. It appears that an advance care planning consultation will be used to dictate treatment as a patient’s health deteriorates. This can include an order for end-of-life plans – specifically, an order from the government. Can you tell me whether that is a) True or b) False?

It really bothers me, Mr. President, that I can learn a lot more about pending legislation from an internet chat room than I can from my elected representatives. It also bothers me that I have to read pending bills because, in all likelihood, my representatives will not. Regardless, I want you to read this email carefully and answer all of my questions.

If you answer “true” – even to a single question - you will have lost any prospect of gaining my support. If you answer “false” to every question we can move on to pages 500 through1018

He’d better wise up. He has quite a few white constituents. Unfortunately my son lives in his district and feels he has no representation. He’s written to David Scott many times over the past year or so and has not received even an automated reply.

This is the part that has me the most speechless...... he doesn't even know what is in the bill!!!!! and had to ask an aid.......... and then you find out it's a predominantly black district, when are these black voters going to realize they are cutting their own throats with their voting patterns.

Meanwhile, go back and read P. 65, section 164: REINSURANCE.
(First, peek at page 70, line 22: this section provides $10 Billion for it’s provisions. Now go read the rest.)

As you read, note that “reinsurance” is never defined or discussed. This is NOT a reinsurance provision.

In a nutshell, the $10 billion is for “eligible” RETIREE health plans. Retirees as young as 55 yrs old. Sounds like UNIONS to me (who else retires at 55...WITH health care?).

Remember when the UAW whined about the “deep concessions” their retirees made...the ones that supposedly balanced things out so Obama could screw the bondholders? You might say those concessions lasted 90 days, because this is where Obama’s paying them back...with OUR MONEY.

My suspicion was confirmed Thursday when Sweeney issued his letter exhorting AFL-CIO members to attend town halls. In that letter he also listed the 4 “key issues” his union insists MUST be in the bill. One of those was:

“relief for company/union funds providing pre-Medicare retiree coverage”.

So Sweeney confirmed my suspicion. Section 164 satisfies his demand.

I used to work in the news biz, and have met David Scott on several occassions, and this is how he behaves most of time (acting inconvenienced when challanged).
