Democrats Defeat G.O.P. Effort to Oust Charles Rangel (Tax cheat gets away with it)

WASHINGTON — House Democrats on Wednesday blocked a Republican effort to force Representative Charles B. Rangel from the chairmanship of the Ways and Means Committee and instead referred the demand to the ethics panel already investigating him.

As expected, the House voted 246 to 153 to essentially table the call for the ouster of Mr. Rangel, Democrat of New York. Representative John Carter, Republican of Texas, had sought Mr. Rangel’s removal in a resolution that said national attention to financial lapses by the chairman of the tax-writing committee has “held the House up to public ridicule.”

Under rules governing consideration of such resolutions in the House, there was no debate on the proposal. But Democrats and a few Republicans said the House should take no action until the ethics panel, which has been studying the case for more than a year, reached a conclusion on Mr. Rangel’s belated disclosure of significant personal assets and his initial failure to pay taxes on some income.

Mr. Rangel sat in the front row of the House chamber as the nine-page resolution recounting news articles and editorials about his financial missteps was read twice in full, a process that consumed about 30 minutes.

“All I can say is I voted for the motion to table and send it to the ethics committee,” said Mr. Rangel as he exited the chamber. “I have been waiting patiently for the ethics committee to make a judgment. That is where it belongs. It does not belong on the floor.”

Though Republicans were defeated in their effort, they still obtained what they wanted in political terms: another vote they can try to use to suggest that Democrats, and specifically Speaker Nancy Pelosi, are protecting Mr. Rangel.

No surprise at all. Culture of corruption! Hopefully the GOP will be smart and use Rangel and others as poster boys for the slimy goings on in Congress and among Dems. Could help them out. But they have to play hardball.

There was a rumor floating around that the NY Dems will seek to solve two problems in one swoop by asking Rangel to retire and running the current governor Paterson (who has virtually no chance for reelection next year) for Rangel’s House seat.

running the current governor Paterson (who has virtually no chance for reelection next year) for Rangel’s House seat.

I don't know where Paterson's resident is. Rangel has represented his district ( which includes Harlem ) for the longest time. He could commit murder in daylight and his district will STILL vote for him. Assuming Rangel has no shame ( and I believe he does not ), he has his seat for as long as he wants.

But let's assume that Rangel will retire ( highly unlikely, but let's just assume), If Paterson is not a resident of Rangel's district, he has to establish residence. Only then can he run as their congressman. If he does that, will he win ? My guess is YES, especially if Rangel endorses him. Rangel's constituents will vote Democrat come hell or high water.

If Paterson is not a resident of Rangel's district, he has to establish residence.

I don't know where Paterson's residence is now, but I do know that the US Constitution would require a House member merely to be a resident of the state that he represents, not necessarily a resident of his district. (Not that 'Rats care about following constitutional niceties in general.) BTW, Paterson has long been associated with Rangel's Harlem district anyhow.
