Here's a map for those unfamiliar with the "Southern tier" of NY. I suppose it might vary a little bit depending on who you ask. It's lovely country, totally unlike NYC. There are Amish in some areas. I once heard a local news report that a man was arrested for fishing out of season! You get the idea.

Since the commie org Apollo Alliance fashioned the Stimulus bill—and Harry Reid openly thanked them for their helping the democrat legislators ... obviously dems like Conyers are too dimb to write such a bill—it is a good bet that the design was to funnel funds to the social justice/greenpeace/union side of growing communism in America.
