The prospects of a global deal to tackle climate change diminished last night after a senior US official played down the chances of President Obama attending Decembers UN summit in Copenhagen .
Todd Stern, US Special Envoy for Climate Change, said that President Obama would go to Copenhagen only if sufficient progress was being made in the negotiations.
Last week Ed Miliband, the Energy and Climate Change secretary, appealed to President Obama to intervene to rescue the deal and said his presence in Copenhagen could make the all the difference between success and failure.
Mr Stern, speaking in London, said: These meetings are always structured, just as Kyoto, to be held at ministerial level. We are not writing anything off or foreclosing possibilities but we treat this as a ministerial meeting in the first instance and if the kind of progress is made that would warrant the attendance of leaders then certainly we would consider that.

He’s not going for the summit, he’s going to sign a treaty.
Good news. If he’s not there, he can’t sign anything.
Copenhagen might be the wrong timing. Cap & trade is about sucking money out of the economy. An actual binding treaty might obviate the necessity of “capping” and “trading”.
Copenhagen also would apparently result in the money leaving the country. This might not suit the likes of Rahm. Can you imagine Chicago politicians opting for a program which funneled millions of their ill-gotten gains out of the city?
The way Copenhagen is handled might give us insight as to whether Marxism or “Chicago politics” is the stronger influence inside this administration!
There are close to 200 countries involved, and recent scientific investigation seems to bolster the theory that sun spot activity fluctuations and cosmic ray flux are more serious factors in fluctuations of global temperature than carbon dioxide is. I wonder if Obama fears getting embarrassed to his face for embracing Goreism.
