This is a fatal attempt to appease all sides which can not be done. By giving the troops he appeases the middle but by giving a go home date he appeases his far left kook base.
He also appeases his terrorist buddies who put him in office with huge money from the mid east by giving the go home date. They know the mid east is theirs when we leave.
Instead what will end up happening is he will piss everyone off. Never interrupt your enemy when he is in the midst of self destructing.
