In this context, I assumed CFR meant “Council on Foreign Relations”.
He was 16 when he committed the original crime, 17 when he committed the rest of them.
Weirdly enough, apart from Clemons and Dumond, the list of re-offenders is short, and their offenses trivial compared to Willie Horton. Of course, the dynamic duo more than made up the difference (between what Huck and Dukakis wrought with their parole policies).

Clemmons was born in February 1972. All of his crimes, except when he beat up & robbed a 7th grader, happened after March 1989, making him 17.
He was 18 during his violent courtroom episodes.
