In the end, the EPA cannot do a single thing the congress does not give its consent to. A single law can undo any decision the EPA makes. Fear 2010 and 2012 you communists.

You don’t teach your kids to be socialists, so the schools will do it.
You don’t teach immorality, so the courts will do it.
You don’t vote for enough socialists, so the government agencies will do it.
And if we lived in a real world, congress’s reaction to the orders from Zero would be to disband the EPA.
The Senate being led by Harry Reid and the House led by Nancy Pelosi are not radical enough for Obama. They don’t seem willing to “do what it takes”. But don’t worry, Barry is ready to turn it up a notch or two and REALLY push hard to the Left.
