Obviously been drinking. He's schnockered and he looks to have a great amount of experience chattering on aimlessly without being interrupted while in that condition.

I would argue that he’s doped-up or pepped-up on some pain-killer. I’ve seen the same thing with Oxie users in the home state (when I visit). Oxie users slur their speech...wave their arms...and act generally doped up for six to eight hours. I think Baucus is likely on some pain-killer in this case.
If you wanted to make things real interesting in the house or senate....ask for a simple drug test to be required twice a year at random (give them four hours of notice...just to be fair). I’m pretty sure they will all refuse the test. The amusing thing is that they are readily voting on national bills...while ten percent of them probably are on a prescription pain-killer or some kind of drug.
