A Stability Police Force for the United States: RAND CORP CALLS FOR NATIONAL POLICE FORCE???
RAND COPORATION ^ | 2009 | By: Terrence K. Kelly, Seth G. Jones, James E. Barnett, Keith Crane, Robert C. Davis, Carl Jensen

I know someone who purchased this from RAND.

By page 19 this report goes from discussing the need for a Special Police Force overseas to supplement interventions, to suddenly needing a force that can circumvent Posse Comitatus.

Posse Comitatus exists for a reason and any attempt to circumvent it, not matter how nicely packaged, is a step on the way to "Special" police becoming "Secret" police.

They call it :A STABILITY POLICE FORCE: This study asks several questions. First, is a Stability Police Force (SPF) necessary? An SPF is a high-end police force that engages in a range of tasks such as crowd and riot control, special weapons and tactics (SWAT), and investigations of organized criminal groups. In its ability to operate in stability operations, it is similar to such European forces as the Italian Carabinieri and French Gendarmerie. Its focus on highend tasks makes it fundamentally different from UN or other civilian police, who deal with more routine law and order functions. It is also different from most military forces, which are generally not trained and experienced to conduct policing tasks in a civilian environment. Second, if an SPF is necessary, what should it look like? This includes considering such issues as: its objectives, tasks, and size; its speed of deployment; its institutional capabilities; where it should be headquartered in the U.S. government and how it should be staffed (standing force, reserve force, and hybrid force); and its cost.

Unconastitutional, most clearly.

The petition to the US Supremem Court for injunctive relief and stay should be filed now, rather than later.

As should the charges of treason for everyone associated with this naked violation or basic national principle.

The overwrought idiots neurotically obsess with "rpivacy" to the point of granting terrorists citizen rights, when the ultimate terror is a national police state.

With a bad economy come lost jobs, lost savings and lost pride. People grow increasingly desperate and many times will turn to crime to try to make ends meet. But along with that comes the career criminals who can now, thanks to budget cuts, commit crimes at a more successful rate as police departments are literally "hand cuffed" when it comes to mounting an offensive or a defensive.

Hope. Change.

I agree with you-as soon as I saw the Governor Squad put into effect, I immediately thought of Interpol.

This is going to be a very bad 3 years.

The SPF would be able to deploy in 30 days.

However they can provide knocks on doors in middles of night before that, one fears.

Once we started down the road leading to dependency on the police to protect us, the die was cast. I would rather see police forces at every level pared back and the people take responsibility for protecting themselves and keeping their communities safe. It wasn't that long ago when a violent criminal was killed or run off. Now we have the police, courts and uncounted bureaucracies to deal with the problem and all they do is waste money and perpetuate the very things they are supposed to eliminate.

Totalitarianism didn’t come quickly, it took 5 years from 1938 until 1943, to realize full dictatorship in Austria .

Of course, you realize that the 0b0z0 fundamentalist regime is moving at lightening speed to "fundamentally transform the United States of America."

They are frantic because they don't know if the '10 and '12 elections could be thoroughly ACORNed and Al-Frankened. If they were sure they’d have control, they wouldn't need to rush.

The Tea parties are causing the Communists to panic, overreach, and overreact, all at once.

The 0b0z0 regime is putting their fingers in the dam trying to hold on until the repair crew arrives, a form of SPF that is.

Page 16:

The Need for a Stability Force

Our analysis clearly indicates that the United States needs an SPF or some other way to accomplish the SPF mission. Stability operations have become an inescapable reality of U.S. foreign policy. Establishing security with soldiers and police is critical because it is difcult to achieve other objectives—such as rebuilding political and economic systems—without it.

Does the Rand Corporation want to make sure more Americans own personal firearms? :)

There has never been a firearms salesman with the sucess ratio of the man-child in the WH.

So? It isn’t who starts it, it is who finishes it. Who cares who goes first.

The day we elected Hitler (March 13, 1938), I walked into my schoolroom to find the crucifix replaced by Hitler’s picture hanging next to a Nazi flag. Our teacher, a very devout woman, stood up and told the class we wouldn’t pray or have religion anymore.

As much as some of you despise the public school system, a 7th grade class I visited last year was reading a story so very much like this that I wonder if this woman perhaps wrote it. The story is very creepy and made an impact on the students.

I think you know. Whether you are ready toface the fact is another matter. And it will hit sooner rather than later.

This is the reason that the Democrats voted to pass obama care, even though most of their consticency [sp?] was against it.

While we talk andignore, they plan and move.

What kind of leadership and statesmanship is it that would address the symptoms, rather than the systemic disease?

Incompetence doesn't begin to describe it.

The blame goes back to the previous serious depression and the "fixes."

Santayana, where are you now that we really need you again?

Police Worry that Budget Cuts Will Hinder Their Ability to Fight Back

For the sake of their cmmunities and their families, as well as themselves, the "police" should be thinking long and hard about which side the are really on.

Personally, I hope they ollectively reach the rational decision and not fight among themselves.

That would make it too easy.

Historically, decorated lamposts are an effective and long lasting remedy.
