He goes on to state that it took 2 additional months for her to come back to say no index existed. He's questioning why she didn't answer negative in the first place.

I will throw my .02 cents in the ring. Hawaii DOH has failed to respond to many Public Records requests, and as of recently possibly under threat of suit is responding to some. Their public relations is a nightmare and few people trust them and their statements much less their responses.

I think a few hundred suits ought to get their attention. There is no reason in the world why they won't let the public, know the difference between a COLB with date filed by Registrar and date accepted by State Registrar. Someone supposedly got an answer that they don't have to answer all questions. Other answers are that their are no records showing the difference. Yeah right, and I have a bridge to Hawaii for sale. That is evasive and casts a very bad light on Hawaii DOH and their higher ups.

Where is the news media on this? Honolulu Advertiser? Someone needs to ask the Governor why they won't answer such a simple question. Forget Hawaii as a vacation destination, they can't be trusted IMO. Forget calling Glenn Beck call the Governor. Tell them when the Republicans/Tea Partiers take back Congress they won't see a dime till they obey their own laws. PUT THE HEAT ON, ASK EVERYONE TO CONTACT HAWAII UNTIL WE GET SOME STRAIGHT ANSWERS!

I don't know about "later in life", but for the more immediate term...wanting to get her son a HI birth certificate would be important. IMO, she seemed more like a pseudo-Commie (perhaps full Commie) than a (drugged up) hippy. The commie's were known to be sneaky/devious like that.

Yeah, it does appear that John is using a bit of "journalistic freedom" in his assessment.

It still is strange that HI wouldn't come back with the first response and say no index for Steve Dunham. Why wait until the 3rd (?) response many months later?

Aloha Ms. Okubo,

IAW Hawa’ii Revised Statute, paragraph 338-18( d), I am requesting all index data pertaining to the vital records of Steve Dunham, Steven Dunham, Stephen Dunham born on 8/4/61. Please send me death, birth, divorce and marriage index and any other information you have on the index for this name.

This statute at para (d) provides officials no authority to withhold the requested information. Therefore, I as an American citizen, am invoking Revised Statute, paragraph 338-18(d) Disclosure of records, which reads as follows: (d) Index data consisting of name and sex of the registrant, type of vital event, and such other data as the director may authorize shall be made available to the public. Please follow any other statutes of Hawaii that cover this information to be released.

The answer came from Okubo on Nov. 10, 2009 and was contained in an Acknowledgment to Requester form, which read thus:
