I can't imagine handcuffing the owner as the first step to responding to a call about a break-in.

When TSHTF, I think many communities (certainly not all) will see the cops as part of the problem that needs to be dealt with.

One thing for sure, if you get shot or stabbed and can’t get outside to wait for EMT’s, tell the 911 operator you are having a heart attack or you will bleed to death waiting for the swat team to clear the building. The cops have gotten to be complete idiots when it comes to responding to crime scenes. Probably some new training protocol from the feds.

As far as a written reprimand, no, but they're dealing with it through a training component.

I agree that this is a training situation, but one that indicates that officers are not receiving important training, or didn’t remember it. The business owner did everything right, and he and his wife appear to be very “orderly persons.”

So the next step would be to suggest to a gun ownership association in the area that it would be a good idea to provide some training information to the area police forces, to avoid such incidents in the future.

Generally, police prefer not to mess up, but it’s hard to remember all the details of proper procedure day in and day out. So for the most part they don’t mind refresher materials, as long as they are well documented and easy to read.

I had read the original post but don't remember the "training" part of it.

This is beyond absurd. They come upon a crime scene where the place is not secured and the cop goes into "training mode"? She put the lives of the owners at risk. There is no other way to say it. She should be reprimanded but reading the responses of the management she won't be. They'll probably write a citation of merit for the munchkin cop.

Anyway. 20-20 hindsight but I think given the situation here would have been a better response:

Officer to Storeowner:
Thank you sir for your ID and CCW. Are you armed?
I see. Given that I am not sure what we are dealing with here, could I ask you to put your gun in your car? I have called for back-up and I think we can take it from here.

Officer to Rent-a-cop:

Actually, my experience is that rent-a-cops are police wantabes and are more dangerous than JQ Public in situations like this. I worked at a private swim club and somebody on the board got the bright idea that it would be good to have armed security pass through once a day. When the guy showed up he was such a dork that all the kids taunted him unmercifully. The whole thing was over when he pulled his gun on one of the kids. YIKES!

Basically, the LVPD admits to not, or poorly, or sending out failed ‘trained’ officers.

I emailed this police dept after reading the story some time ago. Naturally I got no response. But silly, ignorant cops like this are part of the reason law abiding citizens do not trust the police.

I remember the initial posting well. The implication by Vin was that the business owner had been handcuffed for an hour. Now we see that it was only for a couple of minutes. We also had the impression that the owner was there by himself with the police officer. Now it turns out that there was a security guard and the owners wife with him.

Overall, I would say the incident was handled well after
Vin published it. The new young officer has learned a valuable lesson, as have all the officers on the force. This incident will stick with the young officer for the rest of her career. She will probably get the nickname “handcuff” to remind everyone of how she screwed up.

I don’t think it was a bad enough mistake to fire an inexperienced officer, and we luckily had Vin around to turn it into a learning experience for the whole department.
