I think you hit the nail on the head. Many of the black farmers of the 60s and 70s quit farming when they started getting handouts from the feds.

I'd be surprised if more than the expected statistical number of the lawyers enriched by this class action lawsuit were black. It sounds like a typical class action lawsuit where lawyers become multi-millionaires and litigants get some pocket change.
