WASHINGTON (Reuters) - President Barack Obama will announce details of an estimated $6 billion program on Tuesday to generate jobs by providing incentives for Americans to make their homes more energy efficient, the latest step in his bid to convince Americans he can ease their economic woes.

The plan, which must be passed by Congress, is intended to prompt Americans to invest in everything from insulation or new windows to overarching energy upgrades of their homes, creating construction and manufacturing jobs, and boosting energy efficiency.

"The current thinking is that the program would be in the range of $6 billion, and we think that would be an appropriate range for a program of this magnitude," said a senior administration official, who asked not to be named in advance of Obama's comments.

Obama will spell out details of the plan during a trip to Savannah, Georgia, the latest stop on his "White House to Main Street" tour, during which he discusses ideas for rebuilding the economy.

He seems to have only one way of dealing with any issue. Why does he imagine that people are going to “invest” in household upgrades, when many of them are considering abandoning their houses entirely?

Is there no end to this?

I am reminded of the old pioneer tune "One More River to Cross". Obama's tune would be "One More Entitlement Before We Straighten Up and Become Fiscally Responsible" (yeah right).

The damage he is doing to this country is substantial. Maybe he should quit drinking.

Yes, what a plan...
now all those out-of-work accountants, administrators, and factory workers
can be gainfully employed squirting ‘great stuff’
into the cracks and crevices of all my windows and doors.

I think the only strategy they can use is to extend and pretend this fake recovery... On top of that, the Democrats will try to buy some votes and use some other gimmick programs like this cash 4 caulkers to “stimulate” the economy. The Republicans need to be the party of NO and slow this stuff down... we want Democrats to be the bag-holders, and they don’t need help by getting free bipartisan cover from shortsighted Republicans.

It's all about draining the financial life out of this country and total control of the people. Everything he has done and will do goes to meet that goal. People who knew this was going to happen before he was elected and, finally, more and more of those who voted for him are waking up to this very fact. Let's hope we can survive long enough to make it to the November elections and start turning the tide by taking control of congress. That will be the beginning of the end of the evil One.

Yep, that’s the Marxist ticket. Stimulus did not generate one documentable new “shovel ready” job. Cash for Clunkers failed to generate any meaningful new car demand. So, Onada will reprise those failed concepts with home energy conservation jobs.

Here’s what’s gonna happen: First, replacing windows/doors and reinsulating are not small cost endeavors. Let’s assume the gov’t incentive is $1,000/household. That will probably still leave something between $4,000 and $10,000 left for homeowner to pay. Questions: How many people will feel comfortable making that kind of outlay what with a bad ecomony and a Marxist sitting in the WH? How many people will simply steal the money? The Stimulus and Cash for Clunkers are/were rife with fraud.

Second, window/door and home insulation companie already exist. Because of the bad economy they will make due with the people they’re employing. They will not be hiring.

I agree. What really annoys me, on top of everything else, is that they keep getting away with calling these finagles “Cash for ...,” when there is no cash. But “A chit for a small percentage of what you’re actually going to spend on ...” wouldn’t sound so great, would it?

The plan, which must be passed by Congress his flying Monkeys, is intended to prompt Americans to invest in everything from insulation or new windows to overarching energy upgrades of their homes, creating construction and manufacturing jobs, and boosting energy efficiency.

Ohhhhhhh Barry, you are just sooooooooooo smart.

So Barry wants people to spend about $10,000.00, oops, 'invest', in home energy efficient items during a BIG RECESSION, What a friggen GENIUS!

That being said, to be 'fair' we have saved a LOT on our gas and electric with our new windows and HVAC system. The bills have dropped literally in half. But like all good things they come to an end.

It seems everyone in our area is saving on energy so the Utilities are LOSING money and naturally -- they want to raise rates. They're crying in Springfield, IL for a New Law that will allow them to change rates so they get a guaranteed profit. (Yes Frances, morons really can become CEOs)

(1) That's what we paid a few years ago and our next neighbor paid for his a couple weeks ago. (and they ain't Pella or Anderson). Sooooo who has an extra $6K laying around when you're out of work?

(2) I'm in 'the business', so knew exactly what to get, from brand and size, so I wasn't being taken like some schlub who'd pay $5K. But that's another more money to spend during a recession, so not likely
