The big problem with Congress critters as presidential candidates is deep in the back of their minds they realize they may lose and have to go back to their previous jobs. They refrain from campaigning with the “passion” required to win the job because they don't want to make any enemies in the Old Boys’ Club.

That is a good way of putting it: the inside track to the nomination. But having the inside track doesn’t mean you are going to win it-you still have to work for it.
