WASHINGTON, March 4 (Reuters) - U.S. Senator John Rockefeller introduced legislation on Thursday to prevent the Environmental Protection Agency from cracking down on carbon dioxide pollution from coal-fired power plants and other stationary sources for two years.
The Obama administration has long maintained that the EPA would move independently to reduce greenhouse gases blamed for global warming if Congress failed to produce its own climate legislation.
Rockefeller, who represents the coal-producing state of West Virginia, said he introduced the bill to "safeguard jobs, the coal industry and the entire economy as we move toward clean-coal technology."
It was not yet clear whether Senate Democratic leaders will quickly vote on the proposal. Rockefeller's bill would not delay the EPA from going ahead with rules regulating carbon emissions from vehicles.
The EPA could not immediately be reached for comment.
Rockefeller's bill, if passed by Congress, would impose a two-year time-out on EPA regulations on stationary sources of pollution from the date of enactment, so at least through March, 2012.
The bill comes as a bipartisan group of senators is struggling to find a compromise bill to reduce carbon emissions and relieve the EPA of taking the lead.

Rockefeller knows West Virginia is a one vote state and that is coal, no matter what he says he is gone if Obama has his way.
I change my mind. Let’s try a carbon tax but exempt the other 49 states until we have a few years to see how it works in West Virginia or Rockefeller and Byrd are no longer in Congress, whichever comes first.
How would this bill, if passed, effect the current court challenges by PEC, etc. against the EPA? Could the challengers soon find themselves “without standing”?

The internal polling of Democrats must be devastating.
After all, gas is still close to 3 bucks (super), and the consequent sucking up of peoples’ disposable income is still a ongoing fact, notwithstanding the fact that the condition is being ignored by everyone.
The insanity of Obama’s EPA is starting to become evident even to people like Rockefeller.
Making energy more expensive for some reason may not be a popular stand with many, many Americans.
Roccus, have you heard that Jay has Altzheimers? I heard it from a fairly reliable source. Did you notice in one of his latest interviews (forget which one), he had to keep asking for the question to be repeated. Do you reckon that staff members are running things for both our senators?
Not sure, Nan. Been a while since I heard him. I heard from a caller on Hoppy’s show that CNN and other stations cut away from the Health Summit as soon as he began to speak. Caller was saying that it shows what low regard Jay is held in, but perhaps it was something else. The MSM, including FOX is covering for Byrd, why not Jay as well?
His mother had it. Mine did also. I’ve heard that it can run in families.
I didn’t know about his mother. That adds more credence to the report I heard. When is he up for re-election? Maybe we can put both the old crooks out to pasture.
2014 for Rocky, 2012 for Byrd. If Byrd passes before his term is up, I fully expect Barth to be named.
....and now for something completely out of the box. Should Spike Maynard defeat Rahall, I wonder if Joe Manchin might jump and seek the WH. Remember, Reagan was once a dem and Ike jumped not long before his run.
I was strongly inclined to in a similar post from E, to say things along the lines you brought out. In the back of my mind I agree with your analysis. But the delays can lead toward further diminishing of support for any form of carbon cap and trade bills in the future. In order for the weasel from West Virginia to keep his Senate seat, he must now appear to protect his folks. He probably will have one Hell of a headache as he dreams about the billions he will loose in the cap and trade scam. But what the Hell. He will not starve to death for lack of money.
Boy, wouldn’t that be something! I really think Joe would be a full blown Republican if he thought he didn’t have to have the dem vote to get elected in WV. WV does go for Republican presidents.
