Louisiana Army National Guard Maj. Gen. Hunt Downer Jr. predicted Thursday another terrorist attack will occur in the United States, saying its just a question of when and where.
Downer, assistant adjutant general of the Louisiana Army National Guard, delivered the brief but stirring warning during an Ascension Parish Chamber of Commerce luncheon amid a longer discussion about the need for businesses to be involved in statewide disaster planning.
He said businesses are needed in the recovery of communities affected by natural and other disasters, but noted there will be no advance warning for attacks against the nation.
Make no bones about. I dont care what you hear. There will be another attack in this country. Its just a question of when and where, he said.
Downer, a former Democratic Houma state representative and Speaker of the House and later Republican candidate for governor in 2003, said there are those who are hellbent on killing us.
I dont want to be an alarmist, but I live it, said Downer, who assists the Louisiana Army National Guard adjutant general, Maj. Gen. Bennett C. Landreneau, with matters pertaining to the Governors Office of Homeland Security and Emergency Preparedness.
Downer added that he sees reports that would scare the living daylights of you.
He said that during a presentation he attended last week, he learned that 45,000 persons of interest caught trying to cross the U.S.-Mexico border last year are also non-Mexican nationals.
He said these people are likely from Third World nations, are on U.S. watch lists and are trying to infiltrate with others trying to cross the U.S. border.
If we caught one, how many you think slip by, Downer asked.
He also told the business group that one of the nations most vulnerable times for attack is during natural disasters because resources will be committed to the disaster.
Some will try to take advantage of our compassion and create havoc, he said.
Downer added earlier that he was elated by the creation of a business emergency operations center.

Letter: Now is the time for real immigration reform
Editor:
"Immigration reform unlikely this year." That's what the headline (AZ Rep, 4/6/10) said. Uh huh. And the health care reform bill was dead just a couple of months ago, too! And while a majority of Americans celebrated Harry and Nancy slipped back in and crammed it down our throats.
Now Sens. Schumer, D-NY and Graham, R-S.C. (McCain can't be seen anywhere near this one but this time Graham isn't up for reelection) have cooked up another immigration amnesty bill, "a promising, bipartisan framework...for moving forward."
The article says "...only the outline of the bill has been publicly released." Sound familiar? Does Nancy's "We have to pass the bill so you can read it"
Ring a bell?
McCain IS up for re-election and has to take a harsher stand on illegal immigration. With the murder of Robert Krentz, J.D. Hayworth is holding his feet to the fire and McCain is calling "for a standing military presence on the border." McCain says he believes immigration "reform" is dead this year because their votes for the health care in opposition to public sentiment has put many dems in danger of losing their congressional seats.
The Republicans have Ann Kirkpatrick in the cross-hairs for that same reason, but she doesn't think the Krentz murder "is a political event." With that type of reasoning she might want to get an overnight bag ready for November. My guess is that Mr. Krentz would certainly want his death to be seen as a catalyst for a political uprising against those who support the illegals.
Being on the Senate Homeland Security and Governmental Affairs Committee and "in the know," McCain says "instead of increasing border security, we're actually decreasing border security and we've got to get our borders secure."
Well, Senator, a "comprehensive" bill won't cut it this time. Americans are slow to wake up but this time the sleep is out of their eyes. We want separate, clear bills.
Start with debugging e-verify and then pass harsh penalties for employers who hire illegals. Pass a bill making it a crime to "be" within our borders illegally, not just for crossing them.
No amnesty for those already here illegally. Pass stronger rules allowing adequate work visas with a stipulation that the migrant worker must return to his/her country of origin once a year, or immediately after harvest for seasonal workers.
Illegals should be given a short grace period to voluntarily self-deport, after which they shall be felons and ineligible for visas or citizenship. Stop the practice of "anchor baby" citizenship.
It is not provided for in the Constitution or the Amendments and is a magnet for pregnant foreign nationals. There is no need for American taxpayers to foot the bill to forcibly deport anyone. With these rules, they will cross back the same way they came - voluntarily.
Ordinarily, I am not in favor of more government but I believe we should take a further step. I believe that the Border Patrol should be moved to interior enforcement. In their place on the border I would suggest that we create a new organization based on the European model of Border Guards.
We should not have to rely on the National Guard, they are busy. These Border Guards would be better armed than the Border Patrol, who are currently outgunned by the drug cartels, and have military type training. A perfect recruiting pool would be our veterans who are returning from two wars.
They would be designated as a special border police unit with access to modern equipment such as drones, helicopters and armored vehicles. Just like the old frontier forts, we should build a string of permanent compounds, complete with quarters for married personnel, from coast to coast, on both borders. The president should negotiate and adopt a "hot pursuit" policy for drug runners or terror suspects with both Mexico and Canada..
Our borders are ripe for infiltration by terrorists and drug cartels. By removing illegals seeking work from the mix it will be easier to secure our borders. This is our country. Not theirs. We have a right to decide who gets to come here and how many get to come here. The iron is hot. Now is the time for real - not comprehensive - immigration reform.

Lord, protect us.
~~PING!
I don’t know .. article states he’s a former
state rep and R candidate for governor.
The article says that he is a Major General, not a Major. Big difference.
Absolutely NO immigration reform legislation this year.
NONE.
NOT in this damn democrat-Marxist congress.
We already know it. This is not news.
Correction: the person making this statement is:
Louisiana Army National Guard Maj. Gen. Hunt Downer Jr.
Thanks for the ping.
Sickening. I can only think that 0bama wants a terrorist attack, there is no other reasonable explanation.
OK ..
This soldier's words reflect a good majority of military folks. Obama has to know the military does not support him.
Thanks for the ping Starwise.

MY OPINION:
Any analyst and researcher worth his or her salt knows this. If they don’t and they are surprised; they should be fired.
He should think more positively. Really, he is a Downer.
He’s insanely narcissistic and megalomaniacal
like a mob boss .. and cruel, vindictive,
punishing and vicious to his critics.. those
who aren’t minorities or ‘victims’ in his eyes.
God bless and protect us and our brave military.
How will zero blame the attack on W?
That is a chilling prediction. I pray that he is wrong.
I fear that he is right. There have been so many incidents
in the past year and a half!
The question I have is what was done about illegal immigration from January 20, 2001 through 2009? We all know the answer.
So what are we supposed to believe?
What we know is that thousands of people hostile to the U.S. have come across our borders. Apparantly they are still here and waiting according to the article.
This problem has gone on so long without either party taking care of it that if I hear anyone running for election saying they will do something about it I say BS, find another chump to vote for you on that plateform. Talk is cheap.
You are letting the Republicans off way too lightly.
