Any lawyers out there (esp. military AGs) know if this gives the LtCol “standing” to discover the LF/BC?

Yes, but only in the Federal Court system (likely starting at the USDCDC for a quo warranto filing), once he's discharged, fined or receives any other punishment from the Military Court system — which he's fully prepared to do and is anticipating.

At that point, he'll have all three elements required for legal Standing:

Injury, Causation and Redressability


Just like THIS brave person in 1956 who broke the law to correct an injustice:

All orders issued to a uniformed member of the United States Armed Forces ultimately originate with the POTUS.If the individual occupying that office is,in fact,not qualified under our Constitution to hold that office then I would assume that any order issued is invalid.I was taught in BCT (*many* years ago) that a soldier is allowed to...in fact,is *obliged* to...disobey any "illegal" or "unlawful" order.
