There is nary a word from the Mexican Embassy on this site about Japan being "Nazi", or "Racist", or "Xenophobic", or "Mean-Spirited". In fact, every clear statement is made as to the responsibility of the Mexican national who visits or resides in Japan to respect and folow Japanese law. The only conclusion one can draw is this:
The Government of Mexico respects the established domestic immigration laws of the Government of Japan (and duly informs its citizens to follow closely the same), because the Government of Mexico RESPECTS the Government of Japan.**Probably in large part because Japan is serious about its immigration policy whereas the United States has not been so FOR YEARS, and so therefore the USA is treated like an easy, two-bit tramp of a prostitute walking the streets on a Saturday night with extreme disdain and lack of respect).
There is no information on the site about obtaining any kind of Matricular Card to work in Japan without legally being in the country. There is in fact a clear statement that any narcotrafficking in Japan will be met with stern punishment and for Mexican nationals to not even attempt it to do it.
EVERYTHING in the Mexican Government Website in Japan indicates complicit respect for the domestic laws of the Government of Japan, provides strong advisories, in a 2007 update urges Mexicans in or coming to Japan to follow new Japanese immigration procedures for fingerprinting and photographs in order to keep their status legal, and essentially demonstrates RESPECT toward Japan.
There is nary an angry statement by President Calderon to Prime Minister Hatoyama (featuring them both in a prominent color photo on the top page of the Embassy website)
calling Japan and it's immigration system one of "mean-spirited, racist fascists who will racially profile Mexican citizens." Nor is there any Mexican Foreign Ministry travelers advisory to Mexicans going to Japan to avoid the country due to strict immigration and registation regulations and requirements, such as carrying the ARC on your person at all times, nor offering any Mexicans Embassy or Consular assistance to "beat" Japanese immmigrations procedures if found to be non compliant with local law.
Plainly put, MEXICO, ITS PEOPLE AND ITS FOREIGN MINISTRY BY AND LARGE DO NOT RESPECT THE SOVEREIGN UNITED STATES OF AMERICA, BUT INSTEAD CLEARLY COUNTENANCES WIDESPREAD FEDERAL (AND SOON TO BE ARIZON STATE) CRIME BY ITS ILLEGAL-STATUS NATIONALS ON OUR SOIL, ALL THE WHILE RESPECTING THE LAWS OF OTHER COUNTRIES--Self indicted of this by their own government websites in Spanish and Japanese.

The situation is different. It’s not easy for a Mexican to get to Japan. In addition, many of the illegals brought in through Mexico are actually not Mexicans, but people from other parts of Latin America, the Middle East and even China. I doubt that this happens in Japan.
I still think that the way the US should control this is by penalizing the government of whatever country the illegal immigrant comes from: that is, if he’s from Mexico, charge Mexico for his expenses and take it out of foreign aid if they won’t pay up; if he’s from China, likewise; if he’s from Kenya, likewise. This would stop it very quickly.
Right now none of these countries has any incentive to stop the illegal emigration of their citizens.
Oh...and the other thing? The US has to develop a good immigration policy, directed to OUR interests.
Mexico considers large parts of the USA to be rightfully theirs. They are indeed involved in a takeover attempt... and we are letting them.
What, they can’t skip work to parade down the streets of Tokyo waving Mexican flags and demand Japanese citizenship or to return Japan to Mexico?
My point exactly! Particularly illegally. But the Government of Mexico has absolutely NO PROBLEM with the requirement of Mexicans here in Japan to be required to carry an ARC ID card and have it all times.
They have no right to start whining now about the United States or segments of it, finally starting to ENFORCE standing law. (Not "tough, new laws", and "crackdowns")/

They (Mexicans) don’t believe the Islands of Japan are Mexican lands. Say what you will, but the Country of Mexico still believes the southwest is their land and we are invaders.

My point is that we have to make it counterproductive for countries to send their citizens to the US. We’re not going to control this on a case-by-case basis, because the individual immigrant has no resources, we send him back at our own expense, etc. This is one of the reasons there is lack of enforcement.
So pressure has got to be brought on the countries in question. Not all of them are Latin American countries; Mexico may be the gateway because it’s on the border, but there are many other people who are smuggled through Mexico, including Asians. Having worked across the street in New York from a building I thought was perfectly innocuous ....until one day I saw the Chinese from an illegal garment factory jumping out onto the fire escapes and running off down the street just ahead of the INS officers...I’d say we need to develop a general policy.
And one thing we have to think about is what favors us the most. “Family unification” (used by Africans and Middle Easterners) is not a good basis for this. We have to evaluate our needs and see what would help the US. But this will not happen under our current America-hating government.
