Considering that there have only been about a dozen or so oil refinery accidents in the past 25 years, I’d say 4-5 in a month is something to look at.

Not 18 wheelers per se, but last year alone their were 46 seperate Refinery fires an explosions -- an average of FOUR A MONTH.
Oil well blowouts happen on a fairly regular basis also, they just don't usually explode because the fail safes work.

85F outside can get over 110F inside after a few hours of direct sunlight.
I would reckon it was a static electric spark, possibly from prior heavy rain that compressed the roof, and/or the tractor trailer tanker was ungrounded when the transfer connector was inserted.

There are many many more refinery fires than make the news. THe US gov and US refinery safety industry, and also the Taiwanese refinery safety industry provide (English language) online databases of all the fires.

They have, indeed. It's just that we have better reporting, and all the conspiriwackos on FR (and elsewhere) have their antennas up and receivers tuned for maximim gain.
That photo shows a small fire at a small, isolated plant. Any terrorist would hit one of the monster plants -- crammed close together -- along the Houston Ship Channel or at Texas City.
