He made 13 trips to Pakistan in 7 years. I thought being on the terrorism surveillance list made travel difficult. Or is there a separate no-fly list? If a person can be on the terrorism surveillance list and can fly in and out of the country at will, even carrying $80,000 as he did one trip, what exactly does the list do?
