Peru has a Civil Law system similar to that of Aruba and the Netherlands (ie family to Mr. van der Sloot). He will face a panel of judges, and will be convicted or acquitted based solely on the preponderance of evidence against him.
Yes, I read it one of the stories posted on the interweb yesterday that quoted either his mom, or his mother's spokesman saying the obligatory, "Oh, we can't believe this is true, blah, blah, blah". I'll look through my browser's history, and I'll post the link if I can find it.

I read a very interesting hypothesis on a different board, days ago, when the case first broke, it was the poster's opinion of why there hadn't been the procedures you speak of.
The poster believed that the Feds were hoping to lure JVDS here to the USA, where they could prosecute to the full extent of the law and have him sentenced to 50 years in prison for extortion.
i.e., .... that perhaps they didn't trust Aruba/Holland and instead preferred to tell Joran that there was a lump sum awaiting him in Birmingham, Alabama.

I forgot where I heard it - maybe on Greta - that the mother (or was it her spokesperson?) issued a statement something like she was devastated what has happened. I forgot what else but it sounded like the proper thing to say.
I suppose that's possible. I'm not sure how likely it is, for two reasons. First, I have no earthly idea how they'd talk this kid to coming to the country. He hasn't been here for some time, on advise of counsel. Maybe's he's either too stupid to follow that advice, or he's arrogant to believe he wouldn't get caught, but those are big "ifs".
Secondly, because this isn't a capital case, or a case with the possibility of a life sentence, extradition with the Netherlands would have been fairly straight forward (unlike what's going on with Polanski in Switzerland, but for other reasons). They could have requested extradition, and had him here long before the summer was over, possibly even before the 4th of July.
I've been in the government long enough to see a CYA show. That announcement by the BHM USA on Thursday was a CYA show. They had been sitting on this and then he goes and kills another girl. They knew they stepped in it.
