The ROE’s are demonstrative of the fact that 0 has imparted his liberal rot into our military culture. If he has his way, it will lead to the complete impotence of the American Armed Forces in the field. The current rules will only lead to more KIA. Nothing good will come from them. You can't micromanage a firefight and as the case of the Marines killed in the Kunar province last August demonstrates, micromanaging is deadly to our troops. It is impossible to prevent civilian casualties during a time of war. The enemy knows the Achilles heal by which to exploit and use to their advantage.
