I have watched the video several times and I don’t see the man charging anyone. Seems like he was just getting up from his seated position.
As a retired police officer I am usually 100% behind police action, but on this one I have to go with the video proof and a question the judgment of the officer using the Taser.

While they are lighting the guy up with the taser, and he is curled up in a ball from the pain, the dumbass cop keeps repeating "Stop resisting!" and uses the "non compliance" as an excuse to keep lighting him up.
"We the people" need to start hunting these thugs down.
