Stimulus Loot Spent on Teaching Africans to Wash Their Privates

Not all of the hundreds and hundreds of $billions our rulers have been looting from future generations and flushing away in the name of "stimulus" has been as flagrantly wasted as the $30 million spent to enhance the living conditions of rodents in Nancy Pelosi's district. For example, $800,000 was spent teaching Africans how to wash their genitals:

The National Institute of Mental Health (NIMH), a division of the National Institutes of Health (NIH), spent $823,200 of economic stimulus funds in 2009 on a study by a UCLA research team to teach uncircumcised African men how to wash their genitals after having sex.

The genitalia-washing program is part of a larger $12-million UCLA study examining how to better encourage Africans to undergo voluntary HIV testing and counseling — however, only the penis-washing study received money from the 2009 economic stimulus law.

It's nice to see that bureauweenies aren't throwing our money around indiscriminately.

Entitled "Community-Based HIV VCT: South Africa," the name of the broader umbrella project, the program plans to test how well received the penis-washing regimen is among South African men.

If most of the men in the study wash their genitals after sex, are willing to do so after the study ends, and report that their partners accept the regimen, the researchers will develop another study to see if the "penile cleansing procedure" actually works to prevent HIV infections.

No doubt this will require more "stimulus" funding.

One reason cancer doesn't get cured is that research funding increasingly comes from the government, which only cares about politically correct issues like Africans with venereal diseases.

The study's lead investigator Dr. Thomas J. Coates was the fourth highest-funded researcher in the country in 2002 and is currently conducting HIV research on three continents.

Next they'll blow another few $million that we don't have to spend on a study to find ways that cleaner genitals in Africa might somehow stimulate the American economy.

Africa has no ball washers. Africans have to play golf with dirty balls.

The do-gooders who launched this misconceived project had no idea the costs would — er— get out of hand. It seems when these folks began washing, they found it rather — er — uplifting and the sponsors are shipping soap over there by the shipload to — ah — satisfy the demand.

They have just begun a NEW project to supply glasses to combat the epidemic of vision impairment and blindness.

If the Africans receiving these instructions don't know how to wash their respective penises and vaginas, they have much greater concerns. There has to be fraud behind this. I mean, the politicians aren't stupid enough to waste money on something like this, can they?

Then again, maybe there is an opportunity here. I mean, maybe there is a correct way to wash one's penis. Perhaps I need some monetary assistance in this area.
