You are thinking conventionally. Think like a Rat who hates the US and hates capitalism and hates the freedom that oil allows you to have and you will come up with “cap and trade” which will quadruple the cost of gasoline and electricity and FORCE you to take the train.

The peremptory nature of the gubbermint driven push for "intercity rail" is a warning sign that this is a malignant scam. As you know, I have been neutral -to-benign regarding rail travel, but this development is sickening. No more. F* the railroads and pave the next lane of highway. It's the American way, ie individual freedom.
If you can't deal with freedom maybe you can pimp for the Chinese.
