Would Congress have the authority to say that the only effect of a court victory against an out-of-state vaccine manufacturer in certain types of cases would be that the manufacturer must send the plaintiffs an 8.5x11” sheet of office paper with the words “YIPPEE” printed in 1” high letters? Congress is given explicit authority to define the effect of a court ruling in one state on a person in another state, is it not?
