Yes it is. That is why it is so effective when it is explained to us. We tried to get our arms around this legal mumbo-jumbo when in broke via Betsy McCaughley and Fred Thompson. The thread here on FR went something like 250 post with many a legal eagle trying to figure it out and chunks of pdf files of this ( I think ) and the health care bill posted to try to really get it.
Dr. Janda read the "bill" and more and can explain it..
He gets his own Radio Program on WAAM tomorrow night!
