Quite possible. I didn't read the entire story but if these two are immigrants in another country they could very well be older. Immigrants tend to lie the age of their kids to be younger than they really are in order to get the most out of the public education. I've known asians to do this. Not sure how important education is to a gypsy.

Growing a beard means nothing. I had two buddies back in the early 60s who had full facial hair at 13 yo. They had to shave each morning or the Jr. High principal would send them home.
