Authorities Release New Info in American's Shooting Death on U.S. Border Lake

Three months after American David Hartley was shot and killed by a drug gang while jet-skiing with his wife on a lake straddling the Texas-Mexican border, U.S. investigators say the gunmen were "authorized" by their cartel to kill Hartley's wife, as well. David Hartley...was shot in the back of his head on Sept. 30 by alleged Mexican drug smugglers while jet-skiing on Lake Falcon with his wife, Tiffany. Tiffany Hartley...said her husband was shot when the two tried to dodge bullets from three speed boats driven by the alleged smugglers. Hartley's body has never been recovered.

Mexican authorities in October identified two suspects -- Juan Pedro Saldivar Farias and his brother Jose Manuel, both members of Mexico's Zeta drug cartel. Wednesday, Zapata County Sheriff Sigifredo Gonzalez said he recently received information on two additional suspects who may have disposed of Hartley's body and jet ski. He declined to name them, saying, "We don’t want to alert them that we know who's involved."

Gonzalez, citing confidential informants, also said that suspected Zeta drug cartel members on board the three speed boats were also ordered to kill Tiffany Hartley, who managed to escape...Gonzalez also said that he believes at least six drug cartel members – possibly eight – were on the lake when the shooting occurred...

Gonzalez expressed frustration with Mexican law enforcement, saying sometimes "they just won’t call back," but said he’s optimistic the killers will eventually be caught and brought to justice...

Farias and Manuel are suspects in a string of murders, kidnappings, armed robberies and fires in the northern Tamaulipas state where the shooting took place. Both are reportedly from New Guerrero, Mexico -- close to the Old Guerrero church that Hartley and her husband had visited.

The issue with the lake is that over half of it is in Mexico so it is really hard to make it safe.

This news makes it look more like the 2 were involved in a drug deal. They did not deserve this no matter what and they don’t deserve the mexican gov’t doing nothing

No, not exactly. The entire lake is under the control of the International Water and Boundary Commission (IWBC), which is made up of representatives of both the U.S. and Mexican governments. Both sides have veto power over plans by the other to increase security on the lake or anywhere along the Rio Grande in IWBC property. Half of the lake is, technically, in Mexico, but there is no reason why we could not be policing the entire body of water except that the Mexicans object. Parts of the border fence in Texas were delayed or blocked because of IWBC objections.

By WHOM???? If the past is any indication, the "law enforcement" in Mexico cashes cartel paychecks. Don't insult our intelligence, Mr. Gonzalez.

Sorry but that is just nonsense. We have the technology to determine the border on water and we sure as heck have the firepower to kill a few dozen drug goons.
Kill several dozen and the lake would become much safer I would bet...

I’m still pissed that there were voices in the “immigrant community” that were peddling the idea that Hartley shot her husband and was just trying to “blame the Mexicans”. All that nonsense disappeared after the Mexican investigator was decapitated. This latest development only underscores what miserable liars there are in the so-called “immigrant community”.

This situation is moving much slower, than I would like. I do not have a say, so what is done will be on their own (LEO's) schedule. I noticed down thread where Mexican officials are, per your post at #7 there is no reason why we could not be policing the entire body of water except that the Mexicans object. Is this opinion or fact? I have no reason to doubt it is a fact, yet I am not close enough to the situation to be involved and wonder are Mexican officials actually speaking this way. I do not doubt Mexican officials would speak this way, yet I have seen no official report where Mexican officials have spoken and said such. Just asking. I've seen no mention of the comment till now. Since I cannot read everything, I could have missed a report of this being said by Mexican officials or a Mexican official. Any thoughts?

If you go back and read the stories that came out at the time this happened, there were several discussions of why we didn’t just load up that lake with Coast Guard boats and take control. And the reason is as I have explained. The Mexicans wouldn’t even let our LE people go over to “their” half of the lake search for his body and his Jetski. It has all been reported. I say “their” half because we actually paid for its construction.

Yeah, I remember Freepers saying the American couple were drug smugglers, the wife killed the husband, etc. Some people are just so eager to find a conspiracy they really make themselves look stupid. Sort of like Jesse Ventura’s stupid conspiracy show.
