SACRAMENTO, Calif. California regulators on Thursday approved the first system in the nation to give polluting companies such as utilities and refineries financial incentives to emit fewer greenhouse gases.
The Air Resources Board voted 9-1 to pass the key piece of California's 2006 climate law called AB32 with the hope that other states will follow the lead of the world's eighth largest economy. State officials also are discussing plans to link the new system with similar ones under way or being planned in Canada, Europe and Asia.
California is launching into a "historic adventure," said Mary Nichols, chairwoman of the state's air quality board.
"We're inventing this," she said. "There is still going to be quite a bit of action needed before it becomes operational."
California is trying to "fill the vacuum created by the failure of Congress to pass any kind of climate or energy legislation for many years now," said Nichols.

Think for a moment about how the global warming zealots quietly ditched the factually precise term "carbon dioxide" for the more suggestive "carbon". Carbon dioxide, while accurately describing the particular gas in question, is simply not scary-sounding enough. It doesn't sound like a pollutant, which the left would have us believe it is. We are all familiar with it in our daily lives, whether via our own breathing or the bubbles in our soda pop. And we have never witnessed it doing anything nefarious.
The term "carbon" on the other hand elicits images of black soot and sounds much more like a dirty pollutant. Never mind the fact that this image has no connection to the alleged role "carbon" plays in the global warming myth. It is obvious that the left chose to use "carbon" solely because of its propaganda value and not because it in any way accurately describes the gas being referenced.
This, in my mind, is all that anyone needs to know about the global warming debate to conclude that at best the left has a very serious credibility problem on the issue. If the theory is just based upon dispassionate science, then why the need for deception and propaganda?
Does that cough come before or after the gag?
These scum will continue to waste taxpayer money “inventing” “historic adventures” until they’ve killed the goose.

There's be no joy there. All we'd hear about is how we didn't vote for Prop 76 and killed Arnold's mo... it's the legislature's fault.... the base won't support "electable" Republicans... Conservatives abandoned Carly and Meg... It would be never-ending.

Alas, this was not post-apocalyptic ~ this was a mere 6 months after the failure of the levees along the Sacramento. Arnold had warned them, but they didn't listen. Oh, he was lost in a tragic waterskiing incident at Lake Meade ~ it was just horrid. Without water in the bottom he backed his boat right over a cliff ~ fell 180 feet!
Before aRnie and the dems energy re-de-regulation and all this renewable madness,, we were #5 or 6. the unions deserve heaps of coal in their stockings as well.
The SS California steams on into the night, ignoring the dangers of the ice field all around.. tossing carbon credits to appease those niggardly souls in search of wealth and fame,, but instead, only finding infamy and shame.
Necessary but not sufficient. The other part of the equation is socialist America-haters that want to destroy this country and poured vast amounts of money into the propaganda campaign (e.g. CO2 "pollution" causes asthma)
