Police in Delaware are slowly piecing together the details surrounding the death of former presidential advisor John P. "Jack" Wheeler III.
It now seems Wheeler spent at least two days wandering the streets of Wilmington disoriented.
Police say Wheeler traveled from Washington, D.C., where he worked, to Wilmington Tuesday on an AMTRAK train. He was last seen alive at 3:30 p.m. Thursday near the Hotel duPont parking garage at 10th and Orange streets.
Iman Goldsborough, the parking lot attendant, encountered a man she believes was Wheeler on Wednesday night near the intersection where he was last officially seen Thursday.
Goldsborough says the man came up to her looking for help finding his car, but he appeared disheveled and disoriented. He was without a coat and unable to find his car.
(According to police, Wheeler's car was parked in his monthly space at the DoubleTree Hotel's garage, closer to the train station.)
The man was wearing a suit and tie but was also only wearing one shoe and carrying the other. He said he wanted to get warm before paying for his ticket. Goldsborough said she thought the man seemed like he was suffering from dementia.
Kathleen Boyer, a security guard at the New Castle County Courthouse, said a man she now believes was Wheeler told her he was dropped off by his brother two days prior so he could visit his mother, in Wilmington. The man did not have any apparent injuries but did mention he was robbed of his briefcase. He was looking for a hotel and wanted to know where Front Street was.
Boyer, and two other employees, offered to help him and even offered him some money, which he declined.

They were both known as Jack Wheeler, but they are not the same person. I didn’t read this thread until today. Very interesting story, and I had forgotten about the Dr. Wheeler from the thread in 2004 though I’ve read other stuff from his website on Freerepublic.

The road there was to a pier for an oyster packing house which burned in the early '60s (iirc on the date), the old Rock Point Post Office should have been just up the hill about 150 meters, there was a store, made of the same concrete across the road which burned (as many older historical buildings at Rock Point did) about 15 years later.
I grew up in that area, on the water.
Yes, a small craft can be filled with an incredible amount of sand, depending on the tides and waves involved, in a short period of time.
I saw no mention of having asked what the wind direction was (onshore or off), wind speed (The Wicomico is about 2 miles wide there, and if from the southeast, the fetch (distance the wind has blowing over the water to generate waves) goes all the way to Westmoreland VA, a distance of over 12 miles, and certainly enough to generate some significant waves--especially on a falling tide.
That kind of wave activity can fill a beeached, beam on to the waves 16 ft. rental boat (The kind they used to rent the tourists over at Captain John's) half full of sand in just a few hours (4-5) if the conditions are right.
I'm not saying there aren't questions about Mr. Colby's demise, there, just that there are places in the 'evidence' that could be filled in to make the scenario tighter or might leave it open to question.
The question I would ask the author is one of who and why.
But I think we need to look toward Texas for the answer to that question.

I totally agree. In the absence of any legitimate claim of mental impairment, a high-school trick like smoke bombs does not make sense. He would have had knowledge of (and access to) much more sophisticated methods if he had even decided to do something to their property, which I highly doubt in view of his position.

Your theory is logical and plausible. The dumpster thing, 12 to 14 miles away has my mind racing.
The dump-doers either were using a Mafia technique because they were Mafia-connected; or they were covert agency operatives wanting to make the dumping look like Mafia, exploiting knowledge of Wheeler's fight with his "waste-management"-connected neighbors.
The landfill and dumptrucks were in the town of Newcastle, 12.5 miles away from the site of his dishelved wandering in Wilmington, which most likely has a different trash administration. So him wandering into a dumpster to get warm just doesn't fly.
Logically, he was therefore placed in a faraway dumpster by his killers, or by other lawbreakers who found his dead body and decided to dispose of it rather than report it. The second scenario is only likely to have been homeless or street people who congregate in a Newcastle alleyway already containing a dumpster, but who would not themselves have transported the body from Wilmington, where Wheeler was last seen in a disoriented condition.

There were probably other numbers on that bill which would have been classified, and she wouldn't have been permitted to divulge them. Also, if she did find the evidence the reporter was seeking (another phone call that night after he talked to her but just before his death), she would have been more likely to give that evidence to authorities than to a reporter.
