A Utah lawmaker wants to allow all state residents who can legally have a gun carry and conceal it without a permit.
Rep. Carl Wimmer, R-Herriman, said he plans to introduce a bill to eliminate the requirement for a state concealed weapon permit to carry a loaded gun.
People who do not live in Utah would still need a permit issued by Utah or another state.

IMO the left is trying to turn the concealed carry permit into a license to own a firearm.

Correct, its same with the National "Reciprocal Carry" law they keep bringing up, just the government bureaucrats getting their foot in the door.
Next stop, "standardization" of training,paperwork and training, then of course we'll have to make sure the perps... er, citizens are medically and mentally fit to obtain a permit... and the sheeple graze on.
Many state legislative bodies have "constitutional carry" bills floating around, everyone just needs to pressure their reps to support them.

I agree that this is a problem, but I think it is less equal protection that interstate transfer as the issue. This came up in Arizona before, that even though AZ requires nothing, it still has to issue a license to those states with a reciprocal agreement with AZ, so people have something in hand to show both in transit and on arrival.
There is no ill will, here, I think. Just technical stuff.
The next thing I think States should do is provide free “gun culture” DVDs with the sale of guns in the State. No mandatory anything, just offer gun dealers a stack of DVDs they can hand out to their customers if they want them for free.
This would be both educational and good PR. Information about any gun laws in the State, where guns cannot be taken, like federal buildings; how to interact with police in a safe way; even how to clean and store weapons and ammunition properly; a listing of public shooting ranges; information about hunting, and other state agencies, etc.

My twin brother and I are in Utah under the proposed law. He resides in Utah, and I don’t.
A cop stops us, learns we are both carrying and proceeds to arrest us both. We are tried for a same crime, but the judge immediately dismisses the case against my brother, but I am convicted and sent to prison.
If it helps, we each co-own the two houses we live in, and he lives in the Utah home 183 days a year, while I live there 182, and we then switch (we have different seasonal climate preferences). Maybe I spend even more time in Utah on business, but make the arbitrary choice to designate Nevada as my legal state of residence.
I truly don’t think this is an issue this time, because Rep. Carl Wimmer, is perhaps Utah’s biggest 10th Amendment advocate and about as pro gun rights as they’ve got.

That is, Utah has essentially been “exporting” permits, with citizens of other States traveling to Utah to get gun permits that would be recognized in their home State.

I’m fine if they offer permits, but if they have Vermont carry only for residents, they’ll have a problem.
