How many people on FREEREPUBLIC think they should just hold the vote and either record the RAT Cut and Runners as NO votes, which is accurate or no vote at all and pass the legislation and send it to the Governor.
The Quorum was set up so the Majority couldn't lock out the minority, not have the minority to flee to cause a constitutional crisis.
Are these Senate and House rules or part of their constitutions?
We are always the party that tries to “do the right thing”. IM SICK OF IT!!! Arent u sick of getting punched in the balls by the left and asking for more? They railroad all of their stuff through and we still insist on playing by rules that the RATS ignore. Im sorry but its time to fight fire with fire. The Republicans in WI are playing by the book primarily for one reason: so that any legislation will not be struck down by the State Supreme Court. Walker and leadership in the assembly and senate have argued that the collective bargaining rights have a fiscal impact on the state and municipal budget. The state senate rules require a quorum of 20 on legislation with a direct fiscal impact on the state, so they need one Dim because there are 19 Republicans.
I’d rather have them get this one right than face the specter of an overturn by the court.
The absence of Dem Senators affects only the issue of whether a quorum is present. Federal law says, unless the by-laws of an organization direct otherwise, Roberts Rules of Order shall apply. Roberts says: A quorum is presumed to exist unless the question is raised by a member (Senator in this case). So unless the WI Senate Rules state otherwise and no Repub raises the question, business can proceed with presence of a quorum presumed.

Yes, it frustrates me, I don't disagree. I'm just saying that if we go down the path (of making up the rules as we go along--not following Robert's Rules, doing things by decree, etc.), it's very difficult to ever again play the moral high card. Furthermore, you have to enforce any legislation passed, and that become difficult for a number of reasons.
Once we discard that which makes us reasonably civil and orderly, we are on the path to war. Some people, like our President, would probably welcome that. It may very well be what we need...
Yeah, GOP can advance anything that doesn’t directly involve finance. They need to seize the opportunity.
