Report: Philadelphia school violence [Black on Asian]cuts learning

Racial and ethnic violence and conflicts routinely hinder student learning in the Philadelphia School District, according to a report to be issued Tuesday by the city Commission on Human Relations.

To fix the problem, the commission recommends an overhaul of some district policies and the adoption of new rules. ...

The district "is not doing enough to resolve problems associated with intergroup conflicts and violence," the report said, citing public testimony. "We heard from witnesses who believe that the district has been unresponsive to their complaints."

The complaints ranged from "petty discourtesy and isolated acts of verbal aggression to physical and emotional harassment, bullying, and physical assaults." The commission examined conflicts based on race, color, and national origin; immigration status; disability; sex; and sexual orientation.

The Inquirer obtained the report before its public release.

Among the report's more serious findings: The district's policies to combat violence and ethnic tensions are applied inconsistently. Discipline is uneven from school to school.

The structure for reporting problems is unclear, and staff members often lack proper training in dealing with racial and ethnic conflicts...

The zero-tolerance policy, which mandates automatic punishment for certain infractions, is counterproductive and does not address why students act out, the report says. Those findings were echoed in a recent report by the student organizing group Youth United for Change.

"The district should acknowledge the ineffectiveness of zero tolerance and commit itself to sending a single consistent message of helping difficult students rather than alienating them," said one community advocate quoted in the report.

Suspensions are handed out too often, the report concludes. District officials have said they have taken steps to lower the number of out-of-school suspensions handed out in the last two years.

After several months of study on the incidents of violence against Asian students by Black students, this Black run city and school district decided that a "zero tolerance" policy with out-of-school suspensions was ineffective.

The parents of the Asian children should sue the school district for the costs of putting their children in safer private schools.

Sounds like they're pretty alienated already.

And, let's face it having a school with a large population with an average IQ of 85 with a small minority with an average IQ of 106 is asking for trouble.

"Intergroup conflicts?"

Conflicts? Oh, is that what they are called? When was the last time that a situation involving whites and blacks was described as 'intergroup conflict'? What, no 'racism'? No white privilege?, No stains of slavery? No poverty, single motherhood or all the other excuses normally used?

Though I’m and evil white devil and not Asian I faced racial violence at my high school in the late 90’s. I quickly learned that certain segments of our society only understand violence as a means of conflict resolution and everyday life. Once you understand that, you can protect yourself better.

I reached a point where I felt more like I was incarcerated than in high school. Calling the place a zoo would be insulting to zoos. The mostly black administration turned a blind eye to it. In fact, they brought in speakers from the Nation of Islam which just fomented anti-white hate.

My son will be attending school in a rural county with a population of 8000 and a high school with less than 400 students.

Though it is a public school the parents and teachers are the God fearing type and the only zoo my son will know will be the one with animals.

I don't really think most Americans understand what a population with an average IQ of 85 is really like.

1 standard deviation down is 73. 73!!!!

People with mental abilities that limited find it VERY difficult to function in a modern society. Because their ability to reason abstractly and image the future is poor, they have a lot of trouble with cause and effect.

Look, I went to an all-white high school where 5-7% of the students had IQs that low. They tended to act out and were violent, too. They were especially provoked by the existence of smart kids - they believed that it was the fault of the smart kids that they "looked dumb".

There is no way to mix an 85-IQ population with a 100-IQ population, much less a 106-IQ population, in the context of forced schooling beyond 8th grade and not have a catastrophe.

Which is what we have.

Some schools have FFA as in Future Farmers of America, my high school had Future Felons of America.

I’m not in any of the yearbooks and I certainly don’t attend their reunions if they have them. I went to proms and homecomings at my girlfriend’s school, a much nicer upper-scale school.

My black friends suffered relentless torment by their peers because they joined me in college prep or AP classes. That was the “white” thing to do...

I guess too many black students were being expelled for violence so now they want to eliminate zero tolerance. 1) "does not address why students act out" 2) "sending a single consistent message of helping difficult students rather than alienating them" So now we need to 'understand' students when the rape, beat, steal, and kill, it's the schools fault and not the offending student's behavior. For folks not aware of what is happening in PA, here is a recent example from Sept 2010. "Fueled by rumors, a group of students roamed the halls searching for Asian victims until one was attacked in a classroom. Later, about 70 students stormed the cafeteria, where several Asians were beaten. About 35 students pushed past a police officer onto the so-called "Asian floor," but were turned back. After school, Asians being escorted home were attacked anyway by a mob of youths." Since black students are fountainhead of racism against asian students which is contrary to the media meme of victim-hood, the stories get buried if reported at all. “They don’t even know you,” says Chen, who barely spoke English when he emigrated from China to Philadelphia in January 2007. “They just hit because you’re Asian.”

Something to consider:

Many of these Asian students will likely become successful community and business leaders.

I’m curious how this life-experience will shape their future decisions?

I know it helped shape mine...

Great “teachable moment” there.

I didn’t talk about the situation in this article, but in more general terms.

The kids/boys knocked down our snowman for the same reason that the avg 85 IQ kids beat up on the Asian kids.

BECAUSE HE WAS WHITE! (no, no, just kidding... :))

They see achievement that they cannot, or choose not to achieve, and attack it instead of working harder themselves to build their own snowman.

They’ll make future decisions on hiring and firing, trusting, investing, and charity

based on their experiences growing up.

And they’ll get called “racists” for those decisions.
