Too bad the Russkies didn’t string the pirates from the yardarms.
Russia (and later USSR) traditionally makes it a point to make it a point that she will not be trifled with. America and the EU OTOH can be messed with as much as possible. The angst after the legal killing of the pirates on the lifeboats a few years back told them all they needed to know: there is no downside in killing Americans or Europeans.
