Ghaddafi may have realized that his long-term viability is dependent upon exterminating the opposing tribes. Killing all the men and boys, and distributing the women and girls among his allies.
Of course, that point also applies to the tribally-based rebels as well.

We agree to some extent but you are wrong if you think that the Bush doctrine was ever about self-governance. A case in point was the administration’s effort to ignore the result of the Gaza/West election once their side lost. Bush only supported self-governance when people voted the “right” way.
Why not? It works already for the American left.
That’s kind of what I was getting at when I said “responsible and stable.” If the election is free and fair, you have to respect the outcome, but not necessarily the wisdom of the choice.
