The U.S. is offering a reward of up to $5 million for information leading to the capture of whoever is responsible for the slaying of an American federal agent in Mexico, suggesting Washington seeks to snare the person who ordered the killing or doubts those in Mexican custody acted alone.

Mike Vigil, a retired Drug Enforcement Administration executive who was based in Mexico, said....."They have arrested a few lowlifes that apparently were involved, but what is not known is if they were the only ones responsible," Vigil said.
...Alonzo Pena, who recently retired as deputy director of Immigration and Customs Enforcement, suggested nothing should be read into the timing of the reward. The delay between the shooting itself and the posting of the reward is most likely due to bureaucratic delays.
...Drug cartels, which often operate across the Rio Grande from Texas, have a reputation for brutality against rivals as well as any civilians who cross their paths.....
A spokesman for Grupo Savant, a private intelligence and security firm based in Washington, D.C., said it is peculiar the U.S. government would now offer a reward.
"I do not know what the thinking is there," he said. "It is kind of a slap in the face to the Mexicans."
He speculated that U.S. officials either don't think Mexico got the right guys, or the guys that were arrested were "sacrificial lambs."
Before the attack on the ICE agents, top leaders of the Zetas were already fugitives from U.S. justice for alleged drug trafficking and were the subjects of rewards of up to $5 million.
The FBI has a 24-hour tip line based in the United States to handle confidential calls about the attack as well as other major cases.
